Tom joined Home City Development in  2009.

Prior to that, Tom was with The Community Builders development staff from May 1993 to April 2009, becoming Senior Project Manager. During that time, he assumed responsibility for managing several development projects, including a large HUD Section 236 sale, rehab and refinancing; several 9% LIHTC rental projects, totaling 320 units and 5,000 sf of commercial rental space; a 430 unit 236 decoupling with 4% bond financing; a 190 unit tenant buyout and rehab through the Title VI preservation program; two Section 202 Elderly Housing projects; two HOPE VI developments in two states; and redevelopment of the Northampton State Hospital, including a 28 unit mixed-income subdivision, renovation of 33 rental units, new construction of 40 more, and the development of a 115 unit subdivision for mixed-income homeowner and rental housing. 

Tom holds a Masters Degree in City Planning from the Massachusetts Institute of Technology in Cambridge, Massachusetts.
