SPRINGFIELD — Home City Development, Inc. (HCDI) has announced Justin Rudgick as its new Executive Director, effective August 25, 2025. Rudgick brings 20 years of experience in community and economic development, including serving as President and CEO of Christopher Community in Syracuse, NY, overseeing more than 3,400 units, and as Community and Economic Development Director for the City of Oswego, NY, where he leveraged over $45 million in state funding to drive $125 million in total capital investments.

Rudgick holds a Master of Public Administration degree from the Maxwell School of Citizenship & Public Affairs at Syracuse University and a Bachelor of Arts in Environmental Studies: Public Policy, Administration and Law from Binghamton University.
